Review Trying to collect credit card sent (for the second time) by Toronto Dominion Visa (in Canada)

The first time this credit card was sent to me to be delivered by UPS, they did not contact me and sent the card back (to Canada) saying it could not be delivered. TD Visa re-sent the card and I tried to contact UPS Colombo at the (toll free number) I was given and had a recording saying the number did not exist! After I got a number for UPS from the internet, I tried to call them on that number. THERE WAS NO ANSWER.
Would you please get in touch with me immediately at ******** and ensure that this card is delivered and not sent back a second time?
